Job Accountabilities / Responsibilities
1. Design Management
?Lead multidisciplinary design teams (process, structural, mechanical, electrical, instrumentation) to review FEED (Front-End Engineering Design) and 30% detailed engineering packages compliant with client specifications and international standards (e.g., API, ISO, DNV).
?Chair design review meetings, resolve technical clashes, and approve critical deliverables (e.g., P&IDs, equipment layouts, HAZOP reports).
?Overall lead the execution of the 30% to 100% detail design and efficiently manage engineering contractors to ensure alignment with project objectives.
2. Procurement Management
?Develop procurement plans for long-lead items (e.g., turbines, mooring systems) and bulk materials (e.g., piping, structural steel), prioritizing cost efficiency and schedule adherence.
?Lead technical bid evaluations (TBE), negotiate contracts (e.g., lump-sum, reimbursable), and manage supplier performance through KPIs (on-time delivery, quality compliance).
?Conduct vendor workshops to align on technical specifications, FAT (Factory Acceptance Test) protocols, and delivery milestones.
?Resolve non-conformance reports (NCRs) and oversee corrective actions for defective materials.
3. Interface Change Management
?Establish a formal change management process to evaluate technical, commercial, and schedule impacts of interface changes (e.g., client-driven scope changes, regulatory updates).
?Chair the Change Control Board (CCB), ensuring changes are documented in the Master Change Register and approved by stakeholders.
?Work with risk team to quantify change impacts using tools like schedule risk analysis.
?Update interface management matrices and communicate revised deliverables to construction and commissioning teams.
4. Project Leadership & Delivery
?Monitor progress against Earned Value Management (EVM) metrics and implement recovery plans for delays.
?Serve as the primary technical liaison for clients, regulatory bodies during audits and progress reviews.
?Lead weekly progress meetings with subcontractors and prepare monthly executive reports for the Project Director.
Job Holder Requirement
Qualifications:
1. Master’s degree in Mechanical/Offshore Engineering or related field; PMP or equivalent certification preferred
2. Native-level English ,excellent written and verbal communication skills in Business English and proficiency in Mandarin
3. Good organizational and leadership skills
4. Advanced skills in ERP systems, contract management software and data analytics tools
Experience
1. 15+ years in FPSO/EPC projects, including at least 5 years in a senior leadership role overseeing budgets exceeding $500M USD
2. Worked in an Engineering Manager/Director role for major International onshore/offshore modules EPC projects
3. Experience of LLI equipment’s management and supply chain managements;
4. Experience of fabrication management for all disciplines
5. Expertise in contract negotiation, supplier management, and cost control
